The drunk-speech garbler seems to only work with SAY text, not speech in a TELL or SMOTE.

I believe this should garble SAY, TELL, and SMOTE speech, not just SAY.

I'd really prefer someone look into making my 20-con warrior of thickness not get smashed off a single cup of ale first, but that's just my two cents. The drunk code is kind of annoying atm in that regard.
