Luck ankle chain: Supplicate item for Tymora.

This item can be worn on the feet, but cannot be worn with any other armor (i.e., shoes). This should probably be wearable on any of the three layers, or at least over armor.

Changed value4 to LAYER_OVER and added FLAG_TRANSPARENT. Copyover pending.
