Bandit gatherings

I have run into this two or three times in the past few days. Several bandits gathered in one spot. Not sure this is a bug, but I am used to seeing a max if two in a room. This could be really hard on new characters.

7 in one room seems a little much

If it's on the roads north of Waterdeep this grouping was an intentional change. I believe it's supposed to make travellers more wary of the threat, while still avoidable by the keen-eyed adventurer.

Ok that is understandable I guess but it also happened near Shadowdale yesterday.
