I have a belt that says it fits loosely over things, but it does not appear to be doing so. I can not seem to be able to wear it over another belt/armor.
When you look inside, you see:
a black leather belt with many pouches contains:
Nothing.
It can be picked up, worn about the waist.
It fits loosely over things.
It is medium in size and would fit a humanoid.
Supple leather makes up this durable piece of armour, many pockets
line the sides of the belt for easy storage of small items.

I am trying to wear it over:
It is in perfect condition.
It is studded leather and is light armour.
It is just the right size for you to wear.
It can be picked up, worn about the waist.
It is worn as armour.
It is medium in size and would fit a humanoid.
A fine piece of armour from the city of Westgate.

This is a bug really on i6066 (a black leather belt with many pouches). It is layered over (value4 is 13), but the waist location does not have layers. I have changed this on the test port, pending an update of the game port.

In short, the object is misleading. You cannot wear more than one object in the waist slot.
