Weapon skill echo

I seem to keep finding weird things. I blame my old characters and their clutter, hehe.
Character uses a "whip" class, "supplicated item" weapon:

a barbed scourge (perfect)
It is a masterwork cat-o'-nine tails in the whips category of weapons.
It can be picked up, held, held in both hands.
It cannot be worn with any other armour.
It is medium in size and would fit any body type.
It is made of steel and weighs about 5 pounds.
This scourge has a thick, leather-wrapped handle and five or six leather thongs studded with nails, hooks, and studs that flail, rip, and puncture flesh.

Weapon skill is:

whips (Str,Dex) master
---
Yet, I seem to be seeing echo for untrained weapons:

You wield a barbed scourge in your right hand.
You don't even know which end of a barbed scourge is up!
Someone's luck just turned bad (and it's not you).

Its actually not a bug. The introduction of Exotic Weapon Feat changed a few weapons so that they now require the base weapon skill AND an exotic weapon feat to use. Whips and Cat-o-nine tails both require this feat. I know for fighters afftected by this with their primary weapon being changed if they had no more available feats they could send in an app to swap a feat to get the exotic weapon feat.

I am not 100% but I believe that the Beshaban supp item will require exotice weapon proficiency cat-o-nine tails rather than whip.

Correct. A barbed scourge is a cat'o'nine tails.

Safe to assume exotic weapon feat change also explains the issues I am having with Waukeen's supplicated nunchaku, correct?
And, in order to address this, I would have to make an applicate for each character separately?
(Sorry to post again, just making sure I read it right.)

You can probably do one application for both.

I'm back again! I'm confused again about exotic weapon feats. Set me straight.
When I first made this topic, Waukeen's "a golden nunchaku" was giving me the same untrained echo as Bashaba's "a barbed scourge". Which, I understood to be EWF related. Now, I am not seeing the echo for the nunchaku, even though my Waukeen person hasn't picked up the feat (yet).
Helpfiles and reading forums tells me this weapon should be as restricted as the scourge, so... the Waukeen weapon is bugged, right? Or am I still misreading things?

The Waukeen supplicated item might be categorized wrong, exam the weapon and post what you get from the exam. Some older weapons were maces with just a 'cosemetic' name change rather than created as the actual weapon type.

The nunchaku is appropriately coded as a nunchaku, however; the feat is bugged because one need only have the feat trained (
exotic weapon proficiency) with one weapon type to be proficient with any of those weapon types.
For example, I trained
exotic weapon proficiency whip and could wield a bastard sword which I was unable to previously. The same was true with a bola, a sai,
etc.. I will forward this up for Mask's attention and a fix.
You wield a shining warsword in your right hand.
You don't even know which end of a shining warsword is up!
You focus your training on whip with help from someone.
You haggle the cost down to 1 gold, 1 electrum, 3 silver, 3 copper
Someone says to you 'Here is your change, 3 gold, 1 silver, 7 copper'
You pay 1 gold, 1 electrum, 3 silver, 3 copper to learn exotic weapon proficiency from someone.
You stop using a shining warsword.
You dual wield a shining warsword in your right hand.
A shining warsword feels like a part of you.

EWF bug is interesting and explains a few things, but not the current issue. Let me try it this way:

Character examples: N and G.
N and G both have never trained EWF (subject to change).
G uses Waukeen's weapon (nunchaku).
N uses Beshaba's weapon (scourge).
N is seeing the "not trained" echo, weapon properly reacting to EWF code.
G is not seeing the "not trained" echo, weapon functioning as it would have before EWF code.

This suggests the Waukeen weapon is bugged. And just in case this is some issue with G's weapon being from old code, not updated new stuff (happens), here is a examine log:
