Missing Two-Weapon Fighting Feat for Rangers?

I'm sure many of you are aware, but for those that aren't, I've been searching ICly and OOCly for the Two-Weapon Fighting feat for my Ranger character. Most of the time people confuse my search to be that of the Dual Wield skill. Those times when I thought I was certainly clear, and someone directs me to an NPC, where they are certain that the NPC can help... either the NPC specifically states he won't train me (Delborgan in Waterdeep) or the NPC doesn't end up having the feat, but only lists the Dual Wield skill.

I've searched all over the game, and while I can't say for certainty that it doesn't exist, because I can't search every room in the entire game... I can say that there is a clear lack of this feat being made available to Rangers. Now I've been told that there are NPCs out there that offer Two Weapon Fighting, but only to Fighter classes.

I'm at a complete loss as to how to resolve this, cause I've seriously tried to find this feat in game through IC means.

It is available in two places, to all classes, if I remember correctly. At least one of them is dependent on having the dual wield skill to journeyman, the prerequisite for learning the feat, before he'll teach you. I believe you've already found this one - if you meet those prerequisites and he still won't teach, then that likely needs to be looked at.

The new ranger area that's in the works, should alleviate this problem entirely, both for this feat and future feats.

I meet all the requirements stated in the help file, as Wenin is an expert at Dual Wield, and with a 19 dex.

Is that ranger area being built for sure? I read it as being proposed and discussed. I've always gotten the sense that things on this server are methodically built. The discussion on that area seemed to warm up only a couple of months ago.

I'll read the thread again.

The ranger area is definitely being built:

After having read and being part of the various discussions surrounding rangers, this was a matter I really wanted to help with. That being said, this is my first area and is quite an undertaking. I will do it, just bear with me as we go through the processes of creation, testing, and checks and balances. The area will focus on opening up the ranger classes to additional races/alignments. I also have every hope of enabling the necessary feats mentioned depending on a path chosen (dual-wield or bows). As an update on the status, we have not gotten to the stage of figuring out exactly how these feats will be implemented, but I promise I'm working hard to get to that stage!

As a side note, I welcome any/all PMs with suggestions. I have not been much inside the existing ranger areas/quests. I'm open to hearing what all everyone thinks is missing (excluding the obvious feats) and will do my best to implement what I can in a balanced, cohesive fashion to the area under construction. Thanks!

Ok, an amazingly annoying thing occurred today! =)

One of the sources that Nylo mentioned, that should be available to pick up the Feat Two-Weapon Fighting, suddenly was willing to train me, after I performed a long (lots of travelling) quest.

Now, it was a bit ridiculous, because at my level 42, I could hand the trainer a new one. My dual wield skill is even at master level. =)

So I'm unsure which it was, the level of my dual wield, or the level of my character that could have made the difference, but I have a feeling it was the level of my character, as I just raised my level.

If it is my level, that should be adjusted to a much lower level. Rangers get access to Dual Wield at 32nd level.
If it is skill level, waiting for master is a bit much. I think journeyman is much more reasonable, as Nylo indicated.

Yes, level could well have made a difference. I agree that level 42 is too high for a trainer like that - this should be accessible as soon as you can learn dual wield.
