Restrictions of Tyr's faith in Waterdeep

I recently got control back of my old Half-Orc Fighter of Tyr, and notice a few things...most of the trainers in the Temple of Justice in Waterdeep will only train Paladins or Priests of Tyr..... Shouldn't it be all of Tyr's faithful that can be trained?

I can't imagine it would pertain to all of Tyrs faithful since that's also the hub in which Paladins teach Squires, and there's no other area in game with that specific dedication so it would make sense that some teachers train ONLY paladins.

Also, anything the priest is teaching, is probably of little use to a fighter.
