The room with the <redacted> is dark, and entering it without a light does not trigger his talking. Leaving the room (to get a light) causes the secret floorboard entrance to no longer be accessible from the <redacted> thus freezing out the quest.

Fixed pending update.

Remember that some areas will be dark on purpose, always keep a light handy.
