Examine command weirdisms

I have recently noticed that some of my characters are able to see the weight and material an item is made of with the examine command but others cannot.
I ASKED about it but we were unable to come to a conclusion why.
On the characters that I used as a test, Yemin and Mers. Both have now completed their respective appraise quests
and though I can't remember clearly, I'm pretty certain even without the wizard appraise quest finished on Mers he has always been able to tell what weight and material an item was made off.
