I've had this Item on one other character and it is functioning different now. Before I was able to wear it and have the spell of tongues cast upon me, then pass it around to others with the same result before it ran out of charges. I just recently got this item on my goblin and it seems to have no effect, cannot understand or speak languages any better and nothing listed on affects list...

I've been having npcs talk in darkspeak to me with no change in my understanding, possibly bugged since when I had it on a different character after wearing I would get a spell on my affects list for X duration.
