So, when encountering this quest, I ended up triggering its refusal when I was promoting what the game instructs you to do when answering npcs by giving a realistic answer instead of just the keyword.

Being unable to predict the range of possible answers from a player, builders must choose a select few words for quest dialog. In this case, not was one of the negative keywords.
