So this happened to me today. Previously in the same room, with the same character and the same weapons, no problem.

A switchback through the foothills
S-Darkness U-Darkness
Rising up from the plains and into the modest foothills is what amounts to
little more than a goatherd track. Several hundred feet up however it
switches back upon itself and becomes a proper foot path.

draw bow scab

You get an ornate shortbow from a leather bow scabbard stamped with a flower.
You don't even know which end of an ornate shortbow is up!
You hold an ornate shortbow in both of your hands.

look up
You see A high plateau.
a kobold cultist, a kobold cultist, a kobold cultist and a kobold cultist are nearby up from here.

look in quiver

a fringed leg quiver with green and white quills contains:
(33) an arrow with a deep red feather (perfect)
(12) an arrow with a deep red feather (superb)

shoot up kobold

You cannot find your target.

Is it possible that it was dark in the room?

This seems to happen when you can only see the target thanks to low-light vision (ie. elves at night).
