Houseless Female Cleric

I just started a drow (Nhilafae) and was sad to not get an insignia. I asked around about it, and a couple people said that female drow priestesses should be housed.

I wasn't sure if I should send in an application to get put into a house, or assume that it was a bug that I didn't get placed in a house. Without much direction, here is the information that I have, and some logs:

This is not a bug per-say, you can be a priestess and a commoner. I would be curious on sources to claim all priestesses are nobles. If they are good, we could revise this.
A goblin, a trickster, a warrior? A nameless terrible thing, soaked in the blood of a billion galaxies. A most feared being in all the cosmos. Nothing could stop, hold, or reason with it. One day it would just drop out of the sky and tear down your world.

I was skeptic myself about this but it seems that it is possible. In "The Drow of the Underdark" for 3.5 edition at page 17 there is written:
And although the priesthood rarely accepts drow of low station it does so with more frequency than the houses do.

This would seem to reinforce the status quo then.
