In Westgate on willows way there appears to be a guild for rogues/thieves there. The recruiter says if you wish to join to talk to Captain Sable first. The problem is that this Captain Sable doesn't seem to be anywhere. That or he behind that locked door that people cannot get through.

I am wondering if this is perhaps an oversight or if this guild is not ready to actually be open?

This is not a bug. Sable is a PC, not an NPC.
