I am seeking info on how non-bards emote/smote songs or performing arts without stepping on the toes of coded bards. Thanks!

They just do. The bard class represents using music to cast arcane magic and is more than just entertainment. There are still plenty of common minstrels around who dabble in other professions in the realms.
If a bard comes up to you to you IC and has a problem it should be handled like any other IC conflict. No one should be coming up to you and OOCing about it.

I trained up double-edged bananas because the uber-plantain of doom I scored from the beehive quest was the best weapon in the game. Now it's being treated like a bug and they have gimped its damage! That's not fair! My character is ruined!

Maybe just avoid to smote stuff like "perfect notes" or "pristine flawless voice", from which, by the way, also most bards should probably refrain.
But in short, like Yemin wisely said, I see no problem in somebody singing, telling stories, etc. Mechanical bards are artists who use arcane (bardic) magic. This does not mean all artists must do the same.
To put it down logically: all bards are artists, but not all artists are bards.
Also there are some cultures in Forgotten Realms, like the Bedine, that while being particularly keen on songs and poetry, are viscerally mistrustful toward magic, so a canonical spellcasting bard would be foreign to those cultures. And if they can do songs without being bards, so can everybody else in the Realms.
