I think it may be because confusion is an area spell that,, despite the help file,, does not allow single targets, unlike fireball.

A massive stone pipe runs from west to east, encouraging its foul, viscous
contents through a series of iron meshes - each a different size and style -
to filter out and divert the majority of its more obvious impurities. The
