Seems like the Waterdhavian code that governs where the soldiers take you pon being paid is broken.
The new areas added to the city now have them take you to
the grand mezzanine since that seems to have closed but visible exits to the gates.
Its a shame to lose the functionality of this piece of code and might infact be worth fixing and adding a bit to it to have soldiers guide people to the market center / nearby gardens and or the font etc.

I trained up double-edged bananas because the uber-plantain of doom I scored from the beehive quest was the best weapon in the game. Now it's being treated like a bug and they have gimped its damage! That's not fair! My character is ruined!
