Like Knowledge:Geography, but for cities. Increases when you trade with merchants, train with people, complete quests, and generally interact with NPCs and spend time in a city. It might affect prices a little, or NPC reactions, or make it take a little less stamina to walk around since you know where you're going, or something-- or it could just reflect that you're familiar with a city.

Here is a link to the various knowledge skills available in the D20 system. I think what you're describing would probably be either Knowledge: Local, or a mixture of Knowledge: Local and Knowledge: Nobility and royalty.
