One of my characters is starting a business without a dwelling. Is there some sort of permission you have to get in Waterdeep (in FK) to start a business? Would I have to ask the Thann's for permission?
What if I have received the Merchant's Tunic and the Merchant's ring? Would this give me licence to start my business and sell within the market?

Generally, it's best to send in an application outlining your plans and giving Imms the heads up on the intentions and such.
Within Waterdeep, the Watch, the Lords, the noble houses and certainly the Merchants' Guild would all have an interest in your activities. There's no set system or licenseing arrangement in place though, so most of the roleplay is down to IC activity on your part.
To date, we have had several players begin these kinds of free-form businesses and do not normally require anything beyond a note to say who what and where.
