As you can already fish, what about making it a skill. The better you are the more likely you are to catch fish, and bigger fish. Also as your level of fishing increases you could be able to catch more rare fish.

Discussed before here viewtopic.php?f=77&t=7463&p=50593&hilit ... ing#p50593, but doesn't seem like anything came of this.
