Whips are weapons used for lashing enemies.  They can be used by
most classes.  Whips include:

     whip*         scourges*
 
* A character wielding this weapon without also having the 'exotic weapon
weapon proficiency appropriate to this particular weapon will be considered
unskilled with it.
