Waterdeep merchants and bow-related stuff

Something which struck me as odd, but I don't know if it's a bug. If it's not a bug, please move to suggestions.

Riauthar Zarondar (the bow seller in Waterdeep) sells only arrows for a longbow, however, he has a shortbow in the list too.

Also, he doesn't sell any kind of quiver. Neither does the elven ranger in the Mielikki temple.

For clarity, bugs are when you find something that does not work the way it is supposed to work. For example, if a seller offered arrows for sale, but you could not buy them. In this case, it is a suggestion. But not a bad one.

I have added short bow-type arrows to that seller. This change is pending a copyover.

Quivers are available in Waterdeep already.
