Im not sure if it has been addressed or not but will coding allow you to wear a tabard with a pack?

In some cases, but not in some other cases. All equipment or clothing has a layer assigned to it and two objects cannot share the same layer. In this case the three layers are over, armor, and under. Typically tabards are assigned to layer over (just like packs), but there are some that can be worn as armor.
