Merchant RP and restricted vendors

With housing closed and the only players with shops no longer playing there is a void for component sellers and several mobs who only sell to shop owner PCs. Maybe it would be possible to bypass the housing need and allow players to be able to become component merchants by paying a steep fee and joining the Merchant's Guild. Say 1000 platinum (Or more if decided) plus membership in the Merchant's Guild and an approved application a player would be given a token that would allow them to deal with the mobs that currently only sell to shop owners. It would be a minimal burden of staff resources and require no real upkeep once the application is processed.

It could also open up the possibility of other kinds of merchant RP such as alcohol or equipment (there are shop owner only mobs for both already) by altering whats available on current mobs with more up to date and viable items.

I like the idea, perhaps with a lower price but limiting it so you must pay your fees each some time.

It has been used for other roleplay already - though activity of it is low. Players with a sincere player run organization style idea for a party involving merchanting and potentially selling components may apply to do similar to the previous group.
