Dig Skill Question

Came up with a thought while mining today. Shovels improve the chance of a successful use of the dig skill, which is all nice and good. But, why doesn't a pick do the same? Its a digging tool as well. Thoughts?

My guess would be because Picks are designed for breaking earth, while shovels are designed to move it.

When digging you want to move the earth out of your way. A shovel works, a pick wouldn't.

So, bonus to dig with a shovel, and not with a pick.
