Here's a question for some of you experienced folk. I've been raising my double-edged blades skill up and was curious if it will rise quicker fighting more experienced foes. Or, instead does it not really matter the experience of the target, but just how many times you hit it?

My insight into this is a bit limited (I'm just a player, not staff) but I've always understood all skill gains to be affected by a few different factors; the primary ones are amount of use, intelligence modifier, and who you use it against. So a skill like Double-Edged Blades for a fighter will raise quickly, especially so with a moderate/high int mod, and considerably quickly if you fight against enemies suited to you.
This means enemies in your level range, which is somewhat confusing. Typically a stock monster is going to be in your level range based on their perceived strength; a goblin is going to be low level, an orc mid, and an ogre high. However, and for example, you can find drow that are low level (for young elves to fight) or high level (for other characters). A lot of this requires experimentation and finding what feels right; a creature that is just sturdy enough for you to wail on (actually hitting it, mind you) and just weak enough not to wail on you too hard back.
I personally would suggest feeling things out in the middle levels (20-30), staying in that range, and training for a good bit. Enjoy the journey to end-game! Stop to RP for a while, too--turns out you might meet some folks you like. ;D

Hrosskell is correct, but realize also that Mask (the developer) has implemented some challenge ratings for monsters which have bearing on the EXP which you will gain.
Short answer, the level of the monster relative to your level is what determines your EXP. (Theirs should be equal or higher for greater EXP gain.)

Harro is that EXP as in levels or all around experience as in for skills and the like?

All around. You will find far less profit in training on goblins than you will on ogres, in terms of skills and levels both.
