Many of the +2 full plate items, made of the same construction as a few nes ones i've seen only have 9ac instead of 10ac
My special task <redacted> on <redacted> is an example of this, it is supposed to be 10ac
It is a +2 full plate of celestial metal coded as steel but has the same are a ordinary +1 full plate of the same construction. been thinking about this error for a while and finally have posted about the error
I suggest a day where imms are relatively free to chance several items of full plate to reflect the proper AC score

This is a code issue that looks to apply to heavy armor types (a complete analysis is being undertaken in the bug reporting section, where you reported this as well). I don't think there is any way for imms to fix it on the fly, though if there were it would have to be un-done once the underlying bug is fixed, which is problematic.
I will confirm that some +2 armour is not giving the AC bonus that it should, and that it is being looked into.
