Keep Owlbears Away from the Roads

If this wasn't unintensional, feel free to ignore! I only assumed it was because the policy is generally that high-level mobs should keep off the roadways.

The sky is cool sleeting and a cold northern gust blows.
An adult male owlbear savages a fresh corpse here.
An adult male owlbear approaches you and prepares to engage you in combat!

This was on the East Way's easternmost square. That owlbear came from the woods nearby, I think.

It did indeed come from the nearby woods, as I was the one that it chased there. I'm not sure if it is intentional, or a bug that is should be able to follow to the road though.
