Dual Wield + Weapon Finesse
Question... in order to get the dexterity bonus with the weapon finesse feat, the weapon has to be light. However, if one dual wields, do BOTH weapons have to be light? Or can the primary weapon be medium (and get the strength bonus) and the secondary be light (and get the dex bonus)?

Tell me if i'm wrong in my understanding of the question but here goes.
Weapon finesse will only apply to light weapons, whips and rapiers, so yes. If you wield a medium weapon in mainhand, it won't apply to it and you'll be using your str bonus to hit with that hand.
If you dual wield a light weapon in the offhand and have this feat, then you'll be using your dex bonus to hit with the offhand.
It's best to think through it seperately, these features are irrelevant whether you're dual wielding or not.

I trained up double-edged bananas because the uber-plantain of doom I scored from the beehive quest was the best weapon in the game. Now it's being treated like a bug and they have gimped its damage! That's not fair! My character is ruined!

Weapon finesse adds the DEX mod to the hit roll only when the weapon is light or one of those it mentions in the helpfile. So yeah, wielding, say, a longsword and a dirk with weapon finesse would result in STR mod added to hit for the longsword and DEX mod added for the dirk.
