I haven't found an answer so far in my search, so....
When you train multiple attacks (second, third, etc.) What do the skill levels mean? Does it affect the chance of hitting with that second attack? Or is the chance of actually getting the second attack in a round?

I'm pretty sure when you train your second(third, fourth, ect.) attack the skill level effects whether or not you get that extra attack in. Whether or not you hit would be determined by your str, dex, ect. rolls. I know even though I have trained first second and third attack with one of my characters, sometimes she only gets in one attack per round. So the higher the skill level, the better the chance you have of getting that hit in.
At least those have been my observations. Please correct me if I am wrong.

Skill levels for attacks affect your chance of making that attack each round not your chance of hitting, to the best of my knowledge. It is quite possible to succeed on your roll to make the attack, but fail your role to hit, making your second or third attack a miss.
Affecting your ability to hit with an additional attack would be things like weapon skill, strength, magical weapons, and spells on the character.
Of course, this is my assumption from playing the game. It is based on absolute no proven facts whatsoever, as I have no knowledge of how coding works.

Training second, third...etc attack only allows you to get the chance to hit your opponent during that round. There have been many times where I have succeded all the way to fifth attack and only hit once or twice. Like say when attacking a creature that is not succeptable to physical damage, you get the attacks on them, but you will miss everytime.
