I noticed while reading the help files that trades cannot be taught by trainers, only by quests. It does not mention PCs though. Can the trade still be taught this way?

What are the limitations on teaching a PC a trade? Does the PC wishing to learn need to send out an app since these are only learnable by quests?
e.g... Say a fighter from waterdeep wishes to learn to mine and comes to a dwarf. I would be hesitant to teach him not knowing what would need to be done.

Currently, the following trades are available within the game.
Tanning, Leatherworking, Fletching, Mining, Smelting, Weapon smithing, Armour smithing, Lapidary and Brew/Scribe
In terms of functionality they are not limited to any single class or race (except in the instance of Appraise which works differently for different classes and Brewing/Scribing which is limited to appropriate classes)
In terms of trainers for the trades there are limits. Depending upon what you wish to learn the quests to be allowed to do so may be limited by class, race or hometown. Some trades have more than one trainer and are open to all classes, others are limited to just one trainer and that trainer may only teach a certain race or class.
If you can not track down a trainer for a particular trade it does not mean that one does not exist, just that you have not found or are not able to visit their location.
I won't specify which trades are limited and which are not as that would be too IC. What I will say is that all those trades mentioned are ones which someone in the game has likely Grandmastered and which can be taught to other players.
A number of characters have in the passed applied to be allowed to approach GM players to ask for training. I prefer this route myself as it emphasises the RP commitment to the learning. As noted above, a great deal of RP is expected, including some form of questing or learning. The onus is very much on the player teaching the trade to show what value they place on their ability.
To take the two recent questions...
Zach, currently most priests would not be able to learn to smith both armour and weapons without the help of a GM player.
Algon, mining as a trade is currently restricted to just a few races. In my opinion, keeping it that way gives those races something. Teaching others to mine means they lose the chance to roleplay trade and earn coin.

I am fine with keeping some options restricted to some races, but, in this case, I think this was a terrible decision, because the product of those trades are in great demand (for spellcasting as well as for other trades), and ICly, the trade wouldn't be that hard. I mean... I might be completely wrong since I have never actually mined, but I do not think it takes a lot of skill to hack at a wall with a pick. Now, finding good spots with rich veins might would take skill, but the game does not differentiate between the two. Anyway, we got in a position where the whole metal trade was in the handful of a handful of players and, without those players, it was just impossible to get any metal (since they had been removed from all shops). Hopefully, the situation should improve ... if people explore and find the quest.
