Seeing as several of the new races' help files indicate sorcerer as the favored wizard specialization, does that mean that sorcerers will be instituted as a class?

Not sure how far along it is, but I believe Sorcerers have been in the works for a while.

When they are implemented, there will be an announcement. Just as there were announcements for new races.
