Spell Breach strips an enemy spell caster of a casted spell that he or she has casted him- or herself. So if he casted Bulls Strength or Chill Touch on himself, either could be affected, but if a friend casted Trollish Vigor for him, it could not be (Ignore this if it is a coding impossibility, this is just to avoid someone purposely casting a spell on the enemy just to have it breached). The mana cost of that spell is then deducted from the spellcaster's mana if the save fails. That'll teach them to cast powerful protection spells...

So, basically it would be like dispel magic, but would only effect beneficial spells on the opponent?

It would affect any one random spell on the opponent, the main point is that the mana cost is drained away
