I was thinking when looking at blades that you get from quest. Some are nice and peopel love the looks of them. So.. this is a craft skill for master crafters. Where they could take those blades and reforge and sharpen it! Raising the quality of the blade by X amount of chance to go really high or just slightly. While you can in the process introduce a stronger metal to make it slightly more resilient. Like a silver or gold blade being introduced with a touch of steel. This could only be done with non magical weapons. Thus making your blade a tad more reliable and keeping that nice desc with which it started!
This trade would be applied for such as with the Master Smith marks and so on.
Or it just came to mind you might just be able to add a temper command into the forging thing and it can make it better or worse depending on your skill.

Actually, and I do not know if this is still available in game. But at one point a weapon or piece of armour made by a pc could be resmelted and reforged into something else, I do not know honestly if it is still coded, I read somewhere about it some years ago. I think this would be an interesting skill for weapons crafters, though I think you should be able to only use it once Liek the smith in Nwn Hordes of the underdark.
May you find the knowledge you seek. If you find something else, it is still knowledge, and as such, still a gain.

When a skilled smith mends a weapon, I believe that there is a chance that they will improve the quality of it if the raw material they use is of a high quality. (good mining and smelting skill being the relevant precursor and their skill in smithing being the final modifier)
Conversely, a bad PC smith will likely reduce the quality of anything they mend
