I used to be able to sell staves and wands that have charges (haven't tried ones without), but it seems this is not the case any longer.
Would it be possible to have these re-introduced into the game?
Also, I have made scrolls and I can't seem to find a place to sell them. I've even tried places that sell books. General stores also do not accept. Could shopkeepers be added for this or should I seek setting up a player-run store?

Tossing this out there from left feild. Did the removal of NPCs that train scribe, brew, and similar skills cause items made from those abilities have no NPC value? Only thing I can think of that would cause this. None of my characters have access to those skills anymore so cannot test it personally (pitty too, would have been nice).

You do not need to change the world, merely leave it a little better than how you found it.

Those shops were removed initially because staves and wands were selling for an incredible amount of money (like 400-500 platinum each). Besides, wands and staves would need to be completely revisited before re-opening shops where they can be sold is considered.
As for potions and scrolls, the shops were it was possible to sell them were very quickly assailed by some players, who then clugged the whole area economy for everybody.
Note that it's still possible to sell scrolls and potions to other PCs.
