Guild Enterence Quests - Approval Necessary?

When building a guild you need to have a guild enterence quest. Does the quest need to be submitted for approval if it involved mobs not initially in your areas? If so do we send it to the regular builder's e-mail?

I would think that the wisest answer would be: yes.

You don't have to check whether the quest is hard/complex enough before coding it ... but it might be better to know that you need to change this and that in your quest before you've actually put it into code.
