Prior to my comp dying a month or two ago, I don't know exactly how long, I seem to recall the immortals were removing many of the quests in favor of a system where players teach other players. I was just wondering if that had already happened, or if it was yet to happen, or if I remember wrong, or if it was decided against. Thank you.

I'm not sure if the quests have been removed or not, but either way, the teaching system you are asking about is, in fact, in. I can't say for absolute certain, but I'd guess if you hunted around, you might be able to find people skilled enough to teach most of the trades.

As of right now it isn't a matter of finding people skilled enough in a trade to teach it, its finding pc's that have applied for and recieved the approraite feats for teaching said trade.

You would send in an application to the applications email following the guidelines of the helpfil: Scholar. This would mean that your sponsors would need to send their own emails in support of you. HOWEVER from what I understand you will need to wait for confirmation that this option is open before applying.
May you find the knowledge you seek. If you find something else, it is still knowledge, and as such, still a gain.

Correct. To teach trade skills, you need to have at least one rank in Scholar.
Note that, even with one rank in Scholar, you might not be able to teach them unless you are extremely good at those skills.
To reduce the minimum skill level you need to be before you can teach, you will need to buy ranks in the Teacher feat. One rank in Teacher lowers the minimum (i.e., lets you teach earlier), and two ranks in Teacher lowers it even further. This "requirement lowering" applies to ALL skills that you might want to teach.
Buying a second rank in the Scholar feat will not help you further with the feats though. A second rank in the Scholar feat will simply make it possible for you to teach the higher level skills of your guild (i.e., those skills/spells that you could only learn at level 41 and higher) and the skills/spells that you know but are not part of your normal guild list.
