Scroll reciting and divine-casting warriors

Just a simple question, but the helpfile for scrolls says:
help scroll wrote:SCROLLS are magic put on paper. Warriors are unable to RECITE these items.
Does this mean that divine spell casting warriors(rangers and paladins) cannot recite scrolls, even if the scroll is a scribed spell within their casting abilities?

Rangers and paladins should be able to recite scrolls.

If we wanted to stick more closely to the rules, they would only be able to recite scrolls of spells that they can (or will be able, with a higher level) to cast. But I think that even that restriction is not coded.

Hmmm...sounds like it needs a re-write! But what to say...scrolls can not be used by those who lack the ability to cast spells? Can thieves use scrolls? Only if they have the Use Magic Device skill?

Correct.

Note that I think it would be a relatively simple fix to add the restriction that you can only cast a spell from a scroll if you can (or will be able) to cast it yourself, that is, if it is part of your guild's skill list.

But that would put an additional damper on specialist wizards.

But would that exclude thieves from being to use scrolls?
Or would there be a parameter that maintained thief usage through Use Magic Device.
