Since the helpfile about applications doesn't make very clear when is alright to apply related to events, so I would like to ask to the staff when is fine (or not) to apply related to events.
Applying when setting an event has advantages (global echos and many others), but I would appreciate some clarification in when is necessary and when is not.

You do not have to send in an application for an event if it is player run. You should send in an email to the builder email if you are looking to build an area for an event you are using or to request the usage of a closed area like a ballroom that is already ingame as far as I know.

There needs to be a HOWTO: Set up an event. Stating when to apply(Echos, very big things immortals may wish to watch/reward for, ballrooms, banquet tables), and when not(nothing).
While there is nothing lined out, if you're thinking of making a large event it might be better to pop an application in, there's a big difference between hey let's all gather for our Church in our church, and hey let's have a huge ball/bard event/ etc. Notifying the immortals is a good way to let them be apart of something even if it is a player run.
It is not alright for a player council member to tell a player flat out don't apply unless there is something set in stone written, unless it is a Senior member who is having that relayed by an immortal.(Experts+)

Err, don't you just apply when you need immortal assistance and don't apply when you don't? I don't feel that player contributions should be slowed down unnecessarily when they don't need to be.

Current policy is that player run events can have little or no involvement from the game admins, this includes food, events or venue. When you need things like tables and such you should apply, Generally the request will always be filled, in some way or somehow.
Events that are run by players don't need to be applied for. However you are free to send in applications detailing the event and in some circumstances what you might need:
What you should avoid when sending in applications for events:
Echoes
An echo is a mud wide message seen by every player. Only an imm can generate an echo.
Echoes depend on the availability of an imm or admin who is present. There is no way to guarantee an echo to go off without imm involvement, since it is accomplished by hand. If you ask over question they can be given if an imm is available. If not, there are other ic and ooc ways available.
As always do the best you can, don't feel upset or worried or embarrassed, everything will work out and everything is a learning experience.
Please post any opinions on these, I can expand further or go into more detail.

- If you need items of a certain type,
If you require access to an area that would be otherwise closed,
If you want to build an area but want to test the idea out with admins,
If you are nervous and seek advice or opinions from people that might be more familiar with the game
What you should avoid when sending in applications for events:
- Don't send in applications for events that are ooc in nature or conduct them for that matter.
Don't send in applications to use special tournament and guild areas, they need to be tiered and supervised for most of their duration in the mud.
Weddings don't need to be applied for anymore, though extraordinary circumstances might call for it when applicable.
Most events that do not generate pk's or battles as they progress (Public executions or wars) don't need to be applied for
Any faith based events do not need to be applied for as long as said deity or faith manager is available if neither are then most senior member should suffice or in lacking that, an application is fine.

You can politely otell players that you are holding an event and would like to welcome them.
You can post a note on the ic player board
You can bump your post in the forum to remind browsing users that the event is occurring
The amount of things you can do are very disproportional to this forum. But it does not hurt to ask for echoes if you need them.
