I would like to propose give the skill meditate to all those who can cast spells and haven't it.
The thing is that a secondary spellcaster not only have much less spells avaliable in a single instant of time, but also their "top" spells aren't as good as "top" spells from primary spellcasters.
Simplely this would reduce somewhat the downtime of these classes, and because what I have commented is unlikely they will able to take the role of a dedicated spellcasters in a party.

Which classes do you mean? As far as I know, rangers, bards, and paladins all can meditate.

I believe all the classes that Pirro mentions have meditate in their skill list, it just has to be trained after a certain level. Vibius when you say all spell casting classes should have meditate, do you mean automatically trainable at the earliest opportunity or as an ability?
Justice is not neccesarily honourable, it is a tolerable business, in essence you tolerate honour until it impedes justice, then you do what is right.

I can confirm for all three, that it is on their skill-list
