Hello, I was wondering if I could get the official stance on how the amulet of communication should be used?

I believe that it should be used to contact people you have met IC and in person. Thoughts on this?

Yes, the official stance is that it should typically be used to contact those whom you have met and greeted. It should be used for short messages, not to have a long chat.
There are some exceptions to those you might contact (e.g. if you died and did not know anyone or are trying to meet the FM of your desired faith), but these can usually be avoided by a simple OTELL to the person that coordinates for a "chance" encounter.
The simple rule is just to be smart about it and try to be in character.

Amulets are something of a concession to the challenges involved in coordinating RP, or more generally finding a specific individual (who may disappear into the ether without notice when their player logs off) in a huge game world.

Yeah makes sense, my situation was a little hazy. What if you are told by a wizard what someone looks like and you have a full description of them? I mean even then you could get mixed up (which I did...haha)

Side note; Harroghty mentioned faith tells to FM. I too agree that an otell is better for a chance greeting, but some people may still choose an IC tell. Don't forget that you would not have heard on the street about the faith manager of secretive faiths. IE: Shar and Mask!

The rule I was brought up with is you have to have either actually met them in person, or they are famous/renown enough that they are widely known. Otherwise you should only resort to amulet if you are (OOCly) desperate, and should entertain the possibility of IC outcomes like you get the wrong person, or they ignore you, or the communication is poor/fuzzy.
