According to the helpfile it does. More than likely a single item of membership (tunic? bracer?) and nothing else unless an area has been built.
Justice is not neccesarily honourable, it is a tolerable business, in essence you tolerate honour until it impedes justice, then you do what is right.

Correct. This is something that should be sought out IC and then, upon beginning the IC process, requested via application (see help applications for format details).

There is one that I know of. The player is active, but the PC has not been around for some time.
