I don't see that they are so much different from base humans. I'm looking at aquatic Elves. They don't even get a Con mod. Merfolk get +4 mod. Granted, these races generally would not allow their mobility restricted by such heavy armors. That does not change the fact that it would be much easier to walk along the base of the ocean than try to swim above it with all of the waves. Also, you could walk at your own pace rather than hustle and try so hard just to continue to make progress.
Born in water = body raised, conditioned for, and suited for water travel.

Land folk with a potion = Still land folk, just with water breathing. They are built and conditioned for wakling through air, not water.

I can swim rather well, but a shark can swim better. Put his hungry butt on the beach though and I'll beat him in any race. *shrug* Different conditioning.

Perhaps we should make water easier to move through, but increase the damage and stamina drain that drowning gives you?

That would allow waterbreathing and aquatic races to do quite well in the water, but those that are merely swimming wouldn't do so well for very long.

They were born, raised, conditioned for water travel but not just walking on the bottom of the ocean floor. Their body composition is the same as Humans (the Sea Elves). That might give them a slight advantage but surely that doesn't change the fact that both could just as easily move along the base more easily.

As for the Merfolk - good luck. They don't even have feet.

There, in a nutshell, is exactly what I was trying to suggest. Drowning happens often enough to more than make up for the ability to actually get the opportunity to move.
