Armour in the face and neck locations

Right now there are a decent number of items that are coded as armour and worn in the face and neck locations. As such, they don't have any impact on armour class. I have a few ideas for what to do with them:

1) If armour worn in a face or neck location is of at least the same AC as that on head, each boosts head AC by one. (Severing of the head being so important, this might make them valuable.)
2) Neck armour reduces chance of having head severed
3) Armour worn in the face location (I was going to say anything, but not tattoos, certainly, so not just anything) prevents dirtkick and gouge

Other ideas, or thoughts on these?

Visor and such things worn on the face would reduce vision by one square and gives you a malus to spot.
Can't have only benefits without a bit of counterpart...

I'm all up to have it protect from gouge, it makes sense, but from dirtkick?
Try to put a visor on and have someone throw dirt at you in the face, it is most of the time even worse than without one because the dirt goes only in the small eyes spots and concentrate there. Or it ruins the visor and makes you unable to see anymore without removing it because it sticks to it.

Brar brings up some good points. You may open up a can of worms with point and counterpoint if we delve too deeply here.

I think that the simple solution is to, if anything at all, have neck armor provide some bonus against critical hits to the head, but nothing more.
