It just occurred to me that Paladins ought to recieve this skill. They're leaders by trade, Paragons of their people who can sway a man to rally when left to his own devices he may have fled(or stood there a room away from a criminal). Paladins are played by players with a fair amount of experience and I imagine they would all know how not to abuse the skill and how to apply it to the situations it fits properly. A paladin calling to a guard for aid against some evil band of warriors or simply just to chase a thief through the streets. These are among the things paladins use their diplomacy for.
