Otell vs Tell
I'd like to suggest that the "otell" feature/comment work without an amulet. There have been instances where responding to an Imm or another character OOCly may be necessary but my character does not have an amulet. I see no reason that OOC communication should be limited by having to have an amulet.

So long as detune is still applicable on the receiving end, this idea makes sense.

I think this is an excellent suggestion, but worry that it may have been set up this way to prevent the temptation to blur the OOC/IC communication divide in times of crisis. If that's not a historical problem, I'm all for giving this a try and hoping people tow the line, because the argument is sound.
