Not entirely certain, but I feel like this was probably not intended to be considered an actual spell for the purposes of having mobs cast it. I'm guessing here, but it seems like it was meant to be used as an environmental effect for the salt river area, and when used as a spell does rather nasty damage.
Anyways, I could be wrong, but I figured I'd give a heads up about the situation.
