I don't see any builder lessons on the #PROGRAMS section specifically, though it's referenced in the area template.
What are the expected arguments for the #PROGRAM entry? I had guessed it was just a name, but the area template has more options.
Can each #PROGRAM entry have multiple triggers attached, like a program section on a mob/room/item?

Programs is automatically populated by the database. It will populate the section if you have a program (or programs) which is identical and used in multiple places; you can then reference this program by name rather than using it in full for all of those instances.
