I have had this question about for some time and never asked it..... I think I was hoping for divine inspiration to learn the answer. If weapon proficiency allows a trainer to teach you a weapon you do not have access to through your class and guild than how can you check if the trainer teaches that weapon? If you were to type train, only the skills and weapons you can learn will be shown.
Perhaps we can add something where all the skills and weapons and what not are listed and those not in your class/guild show up in a different color, like red for not available.

This is from playing experience only so may not be wholly correct, but several of my characters have learned non-guild weapon skills via the 'weapon proficiency' feat. That is, they have learned weapons that they have no prior knowledge of and which do not appear on their skill sheets but which were listed by a trainer who showed the weapon proficiency feat
I believe that the help file may word it slightly oddly and that is the reason for the confusion. In that the trainer must be able to train the weapons concerned as well as have the weapon proficiency feat in order to pass them on to those for whom they are non-guild. Again, though, this is just my best guess on the matter.

If the weapon proficiency is listed by a trainer, then any of the non-guild weapons will be as well. You will notice that the prices for those weapons are much higher than the rest... usually by 4-5 platinum. That (To me, anyways) is the sign that they are out of your guild.
