Is it currently possibly to fletch wooden crossbow bolts?
If its not, could we make it so?
I know we can smith crossbow bolts but that gives me the idea that they are a solid metal where as most of the crossbow bolts I have experienced are wooden with a steel/metal tip. Like an arrow only designed for a small more compact weapon.

The fletching skill creates crossbow bolts from pieces of wood, hence they are wooden bolts. Bolts made of metal are on sale within the game but can not be manufactured by PCs.
The key with fletching is in specifying an ammunition type which matches the bow or crossbow which you are using.

Fletching is the ability to craft arrows from raw materials. In
order to learn how to fletch a PC will need to do a quest to learn the
skill. The skill is not learned with the train command but only by
quest.
Syntax: fletch <wood> <bow/crossbow type>
You must specify the type of bow/cross bow your arrow will fit.
Possible types include: long bow, short bow, composite bow,
light crossbow, heavy crossbow.
